Bug fixes
Beef up error message on null pointer on load to show inner exception text

inconsistent facts report title wasn't being displayed
Ignored facts weren't being ignored on census inconsistent report
alive/dead totals were counting children born after census as not alive thus dead.
AFT dates strings don't need to say 1 JAN if only a year
Editing locations no longer loses it's place when reverse geocoding updates list
